I've made thru all the mentioned timestamps originally + my own observation
Overall, I can claim that most of the events were normal or about normal. The only things got my attention is:
The first ogre's appearance, when Naix went to the left “attacking” him - most likely he wanted to place a ward on the hill, but when he saw Ogre he went back, There are no chances he could kill Ogre at all, doesn't make sense to be ‘hacker’ here.
Ogre's pinging on the bottom
Naix just saw Ogre leaing his middle lane, and top lane is pushed away, so most likely ogre went bottom. Weak accusation, I wouldn't trust it.
32:18 - 32:24 time with Invoker
Looks like Naix wanted to check the forests first, 'cause Invoker had no reason to get back to the fountain. And most likely will be around there farming those spots. Anyway, this looks weird, but not granted mh.
46:28 with medusa
The worst case for the Meeps himself, as there are no real point of risking that high. There are possibility of having 2-3 stacking enemies, althou it will be instadeath for one of them, but was it the plan? This blink went straight to the hero, and was intended to kill, regardless who was there. Can't say not guilty, can't prove this play isn't possible neither.
In game Overall I didn't see him evading gangs or enemies as much as he could have with hacks. Those 2 moments are really weird but when you play actively you start taking risks you shouldn't have taken.
This replay isn't enough to make a clear decision. I'd like to ask players to analyze replays with this guy to see if he has the similar luck on other games, too. If that happens way too often, you can insist it's not pure luck, but right here I'd rather say we need more clues. As a high level game manager, I'd rather grant him a warning here, in case if my doubts are true. And if there are another examples of this incredibly lucky moves on other games, and plenty, it might be taken into account for the final ban.
